For the most part, it was like any other public comment session at a Los Angeles City Council meeting. There were racial slurs, rampant profanities, and multiple songs — one a ballad in Mandarin Chinese, one a parody of “Best of You” by the Foo Fighters. A man who calls himself “Goat Puppet” and often speaks using a hand puppet of a goat was there to tell the Councilmembers they were all going to prison. Students from the Boys and Girls Club of the West Valley had been invited to witness it all.
But one public commenter at the August 11 meeting stood out: a man who advocated for the city to develop “free, hygienic sexual relief clinics” for people who are homeless. A week later, his comment had been heard by millions — and widely reported by national media figures as an actual proposal under city consideration.
